President Donald Trump issued a proclamation Friday extending restrictions on the entry of certain H-1B specialty-occupation workers for another year.
The proclamation says affected petitions must be accompanied or supplemented by a $100,000 payment, subject to exceptions. The restriction is set to take effect at 12:01 a.m. Eastern Daylight Time on September 21, 2026, and expire one year later unless extended again.
The White House said the action renews a policy first imposed in September 2025. The administration said the measure is intended to address what it describes as abuse of the H-1B program and displacement of U.S. workers.
A separate White House fact sheet said Trump also signed an executive order directing greater interagency coordination and scrutiny of H-1B applications where officials identify an elevated risk of layoffs of American workers.
The proclamation affects entry restrictions rather than eliminating the H-1B category. Its implementation will involve the State Department, Homeland Security, Labor Department and other agencies identified in the order.
